Assault on boy concerns MCPCR

Manipur Commission for Protection of Child Rights (MCPCR) being the monitoring authority of child right's to education as per Section 31 of "Right to Children to Free and Compulsory (RTE) Act, 2009" is taking serious note on violations of provisions of the Act and any activities amounting to denial of the basic rights of the children studying at any school.
MCPCR, in a press release said it took suo moto cognizance of an incident that took place in a Government junior high school at Koite area of Churachahdpur.
It said the recent incident of assaulting of an 8-year-old boy studying in Class I is highly condemnable and unjustifiable.
The injured boy is being treated in a hospital, it informed.
According to the release, preliminary reports revealed that the perpetrator Demnang Haokip who assaulted the boy on April 26 at the school for not bringing textbooks, was not a genuinely appointed teacher but a substitute of his mother L Chrngkholam Haokip, a Government primary teacher posted at the school.
The very illegal act of engagement of substitute without prior permission of higher authority warranted appropriate intervention from concerned official of the Education Department.
MCPCR considered the incident as a stark violation of Section 16 (Prohibition of physical and mental harassment to child) of RTE Act and also an instance of committing cruelty to child as defined in the Section 75 of The Juvenile Justice (Care Protection of Children) Act, 2015.It has directed the concerned Zonal Education Officer under whose jurisdiction the school is located to submit a detailed action taken report on the incident.
