Imphal, October 11 2014 :
Even after a decade of the creation of Right to Information Act 2005, the practical regime of the Act is still a mockery in Manipur.
On the occasion of 10th Anniversary of the RTI Act 2005, the Human Rights Initiative has urged the government of Manipur to appoint the Chief Information Commissioner and the State Information Commissioners of the Manipur Information Commission, which has been remaining defunct for the last few years.
Saying that Manipur Information Commission has remain non-functional due to non-appointment of Chief Information Commissioner and the State Information Commissioners, the HRI pointed out that the Manipur HC had directed the state government to appoint the CIC and SICs of the Commission on May 29 in 2013 .
However, the state government did not comply with the court order, thereby facing a contempt case now.
A statement issued by Manoj Thokchom, Administrator of HRI demanded the government to appoint the said CIC and the SICs from among persons who have not involved in any misappropriation of funds or corruption or criminal cases in their lives.
Urging the government to publish the names of persons who will be considered for appointment to the post of CIC and SICs in order to invite public comment on them, the HRI statement also asked the government to produce all the annual reports of MIC from 2007 to 2013 .
