No internal auditor to check fund diversion

With a view to monitoring the expenditure and checking fund diversion there is a bye law in Regional Institute of Medical Sciences, Imphal.
Rule 10 (iv) of the bye law says, "an internal audit section may be set up....(which) may be assigned to an independent professional firm..." .
Under this provision one internal auditor, S Manihar, had been engaged by RIMS.
Reports said that he was doing an excellent job.
However for unexplained reasons his service was dispensed with by an order issued on October 20, 2014.Till date no replacement has been appointed.
In other words there is no mechanism to check the expenses and fund diversions internally.
Recently there had been some news reports to the effect that fund earmarked for infrastructures had been used in departmental works and Dental college may be the first casualty.
The deputy director (Administration) who is deputed from the health ministry has not done anything in this regard.
It is instructive to recall that DESAM had pointed out that the RIMS authority has not given major penalty to the chief accounts officer as recommended by the CBI.
It is not known whether the health ministry officials are monitoring the development in the medical college where students of the Northeast region are admitted.
