Imphal, December 08 2015:
The proscribed RPF stated that the AFSPA-1958 which was enforced to oppress and commit genocide in Manipur is another side of the same coin of AFSPO-1942 enforced by Biritishers to suppress India a long time ago.
However, human rights body of UN and different countries, Amnesty International and administrative reforms committee of India have admitted that the law is against all human beings.
The Justice Jeevan Reddy Commission constituted by the Government of India itself had also reported that the act is a symbol of oppression and recommended its repeal.
However, the Government of India has turned a blind eye to the issue and the Indian army had opposed the recommendation of the Commission, added the statement.
RPF alleged that the events indicated that India is a country of fake democracy and ruled by the armies.
And instead of taking action against the armies, the erring jawans and security forces will continue to be honoured with bravery awards in the future, said RPF.
"India is a country which is famous in the world for suppressing human rights and it is a shame that various human rights bodies in the world are mocking the country when she runs after every platform to get a permanent seat in the UN Security Council," mentioned the statement.
The outfit further recalled that the resolution no 1514(xv) of UN General Assembly in December 14 1960, "declaration on the granting of independence to colonial countries and peoples" was an important resolution to end the colonial rule in the world.
According to the declaration, human beings have the right to enjoy self-determination and self-rule and no force can be used against them to oppress their rights.
Moreover, the sovereignty of the communities and the boundary of that nation cannot be disintegrated, added RPF.
Mentioning that the outfit is a signatory to the common article 3 of the four Geneva Conventions since August 1 1997, RPF alleged that India has failed to follow the norms of the four Geneva Conventions though the country is also a signatory to the same conventions.
"It would have been better if India had not used the words of "aggressor" and "terrorist" to the Manipuris.
When did RPF visit at any place of India and attacked or killed her armies or civilians," asked the outfit.
RPF stated that "RPF is only trying to safeguard the sovereignty of the Manipuri nation by following the norms of the UN from the occupation by India" .
RPF pointed out that the current movement in Manipur is a national liberation movement which has emerged as a result of India's annexation of Manipur.
National liberation movement is the political objective of the right to self-determination and the movement for the right to self-determination is allowed by the resolutions 183 (1963) and 218 (1965) of UN Security Council, stated RPF.
Moreover, the judgments of International Court of Justice in 1971 and 1975 also clearly mentioned that it is right for the oppressed people to launch the movement for self-determination.
The UN General Assembly's resolution no 2189(xx) of December 13, 1966 and resolution no 2326 of December 11, 1967 stated that the State cannot use any force against the persons/community who are demanding the right to self-determination.
But as per the UN General Assembly declaration in 1970, the persons/communities/nation demanding the right to self-determination can use any force against the State, alleged RPF.
India has also been supporting all the liberation movements in the world but has termed the liberation movements in WESEA region as terrorism, said RPF.
The outfit further alleged that the real "terrorist is India" and not the liberation army.
The UN General Assembly, Security Council, International Court of Justice or other agencies of UN do not accept any form of terrorism but supports the national liberation movement, asserted RPF.
Now India accepts the fact that the conflict between Government of India and Manipur is not merely a law and order problem.
The conflict between India and WESEA is an international conflict as India admits that people of Manipur and WESEA are foreigners (emigrants).
India should not forget that libration armies who are in the hands of Indian Occupational Forces (IOF) should be treated as Prisoner of War (PoW) under international law and conventions, stated RPF.
RPF also requested all the people living in Manipur irrespective of those who hailed from the hills and valley to fight the Government of India together for an independent nation.
