Manipur Home department has extended the period for submission of the report of One-Man Commission of Inquiry on July 23 broad day light alleged "fake encounter" incident till January 31, an official source here said Wednesday.
The One-Man Commission being presided over by Justice PG Agarwal (retd) initiated judicial inquiry into the July 23 shooting incident at Khwairamband market in the heart of the state capital in which two persons were killed and five others were injured.
The state government issued the order of constitution of the inquiry on August 27 .
Manipur government's order issued with regard to the commission of inquiry states that the Commission will submit its report within a period of two months from the date of issue of the notification, August 27 .
However, it was extended for another one month after the inquiry could complete within the fix period.
Today's order for the sencond time extended the period of the commission.
The inquiry remains incomplete since witnesses summoned by the commission for giving statements often failed to appear on the scheduled hearing day.
At the latest, two scribes of the Tehelka who were summoned as witnesses failed to turn up.
As such, the hearing was once again postponed on January 20 with the issues arrest of warrants to the two scribes of the News Magazine.
On the other hand, hearing the case filed by the Manipur government in the Principal Bench of Gauhati High Court with a prayer to direct the Manipur Human Rights Commission to stop independent inquiry in the same July 23 incident conducted yesterday in the court of Justice IA Ansari of the Gauhati High Court in Guwahati.
The matter was heard at length.
On behalf of the Petitioners, the Learned Advocate General, Manipur submitted his submissions.
Thereafter, the Respondents' counsels gave their replies to the submissions made by the Petitioners' counsel.
The hearing is not concluded and as such the matter is fixed again on January 28 for further hearing, counsel of the respondent, advocate M Rakesh said today over phone.
The development comes even as the Imphal Bench of the same Gauhati Court entrusted the investigation into the same July 23, 2009 incident to the CBI.
