3 days remand for PWD EE

Thounaojam Ranjit, Executive Engineer of Public Works Department, Bishnupur Division, was taken into 3 days police custody remand of Vigilance and Anti Corruption Police Station by the Special Court, Prevention of Corruption, Imphal West.
Thounaojam Ranjit of Utlou Mayai Leikai was produced before the Court by a team of Vigilance and Anti Corruption PS along with a prayer for 5 days police remand and during the proceeding, the IO submitted that Ranjit was arrested at around 5 pm yesterday in connection with a case registered by the Vigilance and Anti Corruption PS for not properly completing the improvement works of several inter-village roads and main roads in Bishnupur district causing a loss of Rs 3,49,67,100 and a wrongful gain to one special contractor identified as Lunkhopao Haokip.
It was submitted that the EE had issued 8 work orders at an estimated cost of Rs 3,63,20,265 to special contractor Lunkhopao Haokip in 2017 and 2018 for improvement of roads in and around Moirang Municipal Council, improvement of Kokilbon IVR, Thana IVR, Dairy to Eco IVR and other roads, improvement of road in and around Loyalam area, Moirang, improvement of Thamnapokpi ring road, improvement of Moirang Lamkhai to Moirang bridge road, improvement of Moirang Sendra road, improvement of Omba IVR and improvement of approach road to the community health centre and SDO office Moirang.
However none of the works were found to have been executed properly or completed, the IO mentioned, submitting that it was established that EE Th Ranjit, in collusion with the contractors concerned and some unknown public servants and individuals, had paid a tune of Rs 3,49,67,100 to the special contractor Lunkhopao Haokip in the year 2017 and 2018.The EE cheated the State Government and caused wrongful loss of a huge amount funds while creating wrongful gain for the said special contractor, the IO explained.
During preliminary interrogation, Ranjit admitted to the charges levelled against him and it has been also revealed that the works were handed over to some workers of an MLA and not by the contractor' name in the work orders.
Further, relevant documents, including MBs, were prepared much later after the works were executed and the fund was released without ensuring the quality/standard of the work done, to the contractors who came along with the workers of the said MLA, the IO explained, praying for five days police custody remand of the EE.
The Court, after going through the case record and hearing the submission of the IO, remanded Ranjit to three days in police remand (till September 7) .
