Full powers of ADC demanded

All Tribal Rights Protection Forum Manipur (ATRPFM) urged the state government to give adequate power and function to the ADC members.
A memorandum submitted to the Hill Areas Committee (HAC) Chairman and forwarded by ATRPFM President Ch Sanjoy and its Secretary H Nhyan Doungel urged the state government to appoint DRDA Executive Director (ED) in each of the hill district of Manipur for the better uplift of the tribal people and asked the government to decentralize the power of ADC.
ATRPFM appealed the government to pass separate budget for hill areas including five year annual plan.
If the government failed to fulfill their demands, they threatened to launch intensified forms of agitations.
ATRPFM said under HAC Act 971, C items of six of the Indian Constitution and the subsequent order of India VV Giri 1972, a special provision with respect to the State Manipur as enshrined under article 371 C, is the only Article in the Indian Constitution guaranteed to protect the interests of the tribal communities in the hill areas and other areas of the state.
ATRPFM firmly believes that vision and intention of the framers of the Constitution with respect to the interests, rights and welfare of the tribals of Manipur can still be protected and promoted as and when article 371 C is fully implemented in letter and spirit by HAC.
He alleged that still the HAC has not applied effective means so far.
As such, HAC and elected members have been requested not to sit in the house for personal interests only.
Tribal people are strongly affected due to non passing of the hill areas separate budget and five year annual plan.
The state government has totally failed to devolve adequate power to the ADC and keeping the council ineffective.
