State Cabinet for appointment of 'unfit' candidate

Is the State Government trying to overstep its own decision in favour of one candidate to allow appointment in the Forest Department.
In its meeting held on July 18 evening with Chief Minister O Ibobi Singh in the chair, the State Cabinet took up "One time relaxation in physical/walking test in respect of the Manipur Forest Service Grade-II (Assistant Conservator of Forest) Examination conducted by Manipur Public Service Commission for Filling up one vacant post of ST category" as Agenda no.2 .
The agenda put up by the Chief Minister, who also holds the portfolio of Department of Personnel, was passed unanimously by all attending Cabinet Ministers without any discussion or raising question.
Passing of the said agenda without any discussion or raising question was a clear indication that none of the Cabinet Ministers present in the meeting saw anything wrong in it.
But the truth is that in February and March, 2013, Manipur Public Service Commission (MPSC) had conducted the written examination for appointment to 13 posts of Assistant Conservator of Forest and the personality test, physical standard and walking test of the candidates were conducted in June 2014 .
MPSC announced the results of the recruitment on June 13, 2014 and the list of 12 recommended candidates although the number of vacancies intimated by the Government was 13 .
The names of the 12 recommended candidates submitted to the Government by MPSC are Nepolean Rongmei (ST), Leishangthem Jeeceelee (OBC-M), S.L.Niangthianhoi (ST), Mahamuda Begum (OBC-MP), Waikhom Romabi (General), Hasby Haokip (ST), Laishram Gitla (OBC-M), Elangbam Nirmala Chanu (OBC-M), Rebika Soibam Chanu (OBC-M), Chinpilhing Kipgen (ST), D John Sha (ST) and Vahneichong Singson (ST) .
While submitting the list of recommended candidates to the Government, Secretary of MPSC Shyam Lal Poonia has made it clear that since sufficient number of suitable ST candidates was not available within the candidates called for interview, only 3 candidates have been recommended recommended against 4 posts reserved for ST.
Out of the 39 candidates called for the interview, there were 10 of them who failed in physical fitness test.
In the interview, three candidates failed to turn up.
Based on this recommendation, the State Cabinet had earlier given the clearance for appointment of the 12 recommended candidates to the post of Assistant Conservator of Forest.
However, the Cabinet meeting on July 18 evening has decided to recommend MPSC for appointment to the remaining ST reserved post by giving one time relaxation on the physical/working test.
This decision of the Cabinet has been seen as a deliberate attempt to appoint a candidate amongst others who was already declared unfit in physical fitness test for appointment to the post by MPSC.
The candidates who are going to be appointed to the post against the norms may be either M Wungrin Lansing, or Limlenlal Mate or another one who were all declared unfit in physical fitness test.
As per the recruitment rules, all the named candidates are unfit for the post.
