Imphal, June 19 2013:
No matter how many resolutions the State Assembly takes on ILP demand, until and unless there is a solid stand and political commitment on the part of the State Government, the implementation of ILP in the State would never become a reality, the Students' Wing of the Joint Committee on Inner Line Permit System (JCILPS), Manipur has asserted.
Addressing media persons at the office of DESAM here today, M Angamba, Convener of the Students' Wing, pointed out that a Private Member resolution on implementation of ILP in the State had been passed by the Assembly in its last session.
However, the resolution came to nothing.
So, another resolution was taken on the floor of the House recently to reaffirm the first resolution.
But the resolution taken by the State Assembly is not satisfactory and hence the agitation for re-implementation of ILP in the State would continue.
He further stated that no resolution taken by the State Assembly on ILP issue could be fruitful unless there is a solid stand and political commitment on the part of the State Government.
The statement of the Chief Minister terming the awareness programmes on ILP in schools as interference to the student community is highly condemnable.
There is no harm in teaching the students to safeguard the identity and integrity of the indigenous communities, Angamba asserted.
He also informed that around nine non-locals who were not in possession of valid documents and proofs of residential certificates were found trying to take admission in ITI, Takyelpat.
These non-locals should not be allowed to take admission unless they posses valid documents, he maintained.
Angamba also appealed to the concerned authorities to be careful at the time of issuing residential certificates and driving licenses to non-Manipuris, and added that there are a number of non-locals who possess fake voter cards in Manipur today.
