Imphal, June 26 2020:
Civil Society Coalition on Human Rights in Manipur and the United Nation (CSCHR) has observed "International Day in support of victims of torture" at its office at Kwakeithel Thiyam Leikai, here, today.
At the observance, spokesperson of CSCHR, Babloo Loitongbam extended heartfelt solidarity to all torture survivors.
He asserted that the day was observed to highlight the sufferings of the victims of torture worldwide.
Speaking about United Nation Convention against Torture and Other Cruel, Inhuman or Degrading Treatment for Punishment (UNCAT), Babloo said that even though the Government of India had signed the convention in 1997 and the Law Commission and the apex Court of the country had recommended its ratification subsequently, the Government hasn't done so till date.
Babloo claimed that one of the stated reasons for the delay in ratification is the lack of concurrence of view of the various State Governments.
Lamenting that CSCHR had also petitioned Manipur Human Rights Commission to ascertain the position of Government of Manipur on the issue of ratification of UNCAT, Babloo Loitongbam said that the commission registered the petition and proceedings were taken up on June 25, 2020 .
MHRC has also asked the Special Secretary (Home) of the State Governments to report on the steps initiated regarding the ratification of the UNCAT on or before July 13, 2020, the spokesperson said and asserted that CSCHR will submit a communication to the UN Special Rapporteur on Torture on this undue delay in ratification of UNCAT.
