People's convention adopts 10 resolutions on ILPS issue
JCILPS defers talks with govt; next meeting to be announced soon

Joint Committee on Inner Line Permit System (JCILPS) held a people's convention in an attempt to seek views and opinions of the public for a second time on the ILP issue at MDU Hall here on Thursday.
The convention urged for inclusion of all the five key points in the ILP Bill, already proposed by the Joint Committee.
It may be mentioned that in the second round of talks between the State Government and JCILPS on Wednesday, there were some issues that needed further consultation with the people and hence the Joint Committee decided to hold the people's convention before the next meeting with the Government is scheduled.

Thursday's convention began at 11 am and continued till 5 pm.
Senior journalist Irengbam Arun moderated the convention while Joint Committee Co-convenor Kh Ratan presided over it.
Retired scholar from Manipur University Dr Lokendra Arambam also sat on the dais as one of the special invitees.
Prominent leaders of various civil society organisations, women organisations, representatives of JAC against the Brutal Killing of Sapam Robinhood and many others attended the meeting.
Speakers at the convention supported the five key points of the Joint Committee and urged the Government to incorporate all the points in the new Bill to protect the indigenous people.
By the end of the meeting, JCILPS adopted ten resolutions based on the opinions and suggestions given by the people .
The resolutions included inclusion of the five key points by the Government in presenting the Draft Bill in the Manipur Legislative Assembly; prohibiting outsiders from buying land in Manipur; presentation of one copy of the Amendment Draft of the Labour Act as assured by the Government and inclusion of JCILPS members as public representatives while framing the Rules and Regulations after the Draft Bill becomes an Act.
The tenth resolution adopted in the convention demands the Manipur Government to constitute one State Population Commission or Expert Committee and to produce a white paper revealing the details of the increasing number of outsiders in Manipur.
The resolution also demanded framing of a Manipur State Population Policy based on the white paper.
The Joint Committee will submit the resolutions to the Government in the next meeting.
Earlier, the meeting with the Government was scheduled to be held on Thursday but the Joint Committee deferred it.
The date and time of the next round of talks is likely to be announced on Friday.
