Re hearing of 23/7 incident from Aug 4

Imphal, July 20 2011:
After the special session judge Manipur East conducted hearing of the 23/7 incident of Khwairamban Keithel in which two innocent peoples were killed in an alleged fake encounter after the CBI filed charge sheet against personnel of Manipur Police Commandos, the re hearing of the case will be held again from August 4 .
The re hearing of the case has been initiated after former special judge Manipur East Ph Surendra who conducted the hearing retired from service and U Kol taking charge of the special judge.
It may be mentioned that CBI had charge sheeted Inspector Yumnam Munal, Inspector Hijam Devendra, Constable Thounaojam Herojit, rifleman Ngangom Toyaima, constable Wahengbam Binoykumar, havildar Thokchom Jagat, rifleman Md Imran Khan, head constable Oinam Keshore and constable Thakan Kanchung in the fake encounter of Chungkham Sanjit a former operative of the proscribed UG group RPF/ PLA.
Inspector Munal and Inspector Devendra were OCs of City Police and Commando Bazar Unit respectively at the time of the incident.
Mention may be made here that former Special Judge, Manipur East Surendra had asked for prosecution of the inspector for conducting the hearing.
Meanwhile Inspector Yumnam Munal had also registered plea that he was not responsible for the fake encounter since he was not physically there at the time of the incident.
However, CBI had argued that the inspectors can be brought under trial without sanctioning prosecution as per directives of Supreme Court.
CBI also told the court that Inspector Munal is equally responsible in the incident like other personnel since he was charged with removing evidences regarding the fake encounter.
