Imphal, October 17 2014 :
After an apparent lull, the Joint Committee on Inner Line Permit System (JCILPS) Students' Wing which is spearheading the demand for implementation of Inner Line Permit System in the State has demanded the All Political Party Committee on ILP and the State Government to enact either an ordinance or a bill to monitor the rampant influx of outsiders into the State before October 31 .
Addressing a press meet at its office located at Nongmeibung in Imphal East, Moirangthem Angamba, convener of JCILPS Students' Wing pointed out that the All Political Party Committee on ILP with Deputy Chief Minister Gaikhangam as its Chairman and MLA RK Anand as the Convener had already sought expert views from retired Chief Justice, renowned advocates and academicians on ILP but it has not taken a decisive stand on implementation of the system in the State so far.
He said that the Women's Wing; Students' Wing of JCILPS along with public have been launching different forms of agitations demanding enforcement of the system without any further delay but it was suspended following invitation for talks from the government.
Accepting the offer of dialogue on ILP from the government side does not mean that the committee has halted its movement.
Therefore, the government should enact an ordinance or bill which could monitor the unchecked mass entry of outsiders into the State, he reiterated, adding that the government should try to implement the ordinance or bill starting from November 18 after seeking consent from the public.
Stating that the committee had apprised Dy CM of the misconduct of Additional SP (Traffic) who raided office of the committee beyond her jurisdiction and took into custody several of its members, the convener of JCILPS Students' Wing demanded the Dy.
CM to initiate disciplinary action against Victoria before October 31 .
He then cautioned that committee will resort to series of intense agitations if its demands were not met by the government.
Informing media persons that the committee will organize a convention on the role of students in safeguarding the indigenous people of the State at Manipur College on October 21, he added that future course of action to be taken up by students in connection with the demand for implementation of ILP System in the State will be decided during the convention.
