Imphal, September 12 2013:
Just a day after the notification for formation of Manipur State Dental Registration Tribunal was issued in a move to establish the Manipur State Dental Council, two non-Manipuri Dental Professors working in a private Dental College at Andhra Pradesh, have been appointed as Advisors of the Tribunal regardless of the presence of qualified local doctors.
The two Professors who have been appointed as advisors of Manipur State Dental Registration Tribunal are Dr Revathi P and Dr B Venkat Raman.
Both are Professors in Siber Institute of Dental Sciences, Andhra Pradesh.
According to reliable sources, the two advisors have been appointed without any official notification issued for the appointment.
The appointment was done by a handful of IAS officers in their own sweet will and thus defying all official norms.
Sources pointed out that there are no provisions or clauses for appointment of advisors in the State Tribunals in accordance to the Indian Dental Act, 1948.If at all, an advisor has to be appointed, then it has to be done from the concerned State itself.
So, the appointment of two advisors from Andhra Pradesh in the Manipur State Dental Registration Tribunal is a clear sign that an IAS officer from Andhra Pradesh is involved in the appointment process, sources maintained.
The sources went on to reveal that the appointment of two advisors of Manipur State Dental Registration Tribunal from Andhra Pradesh, who might not have even known where Manipur is located, by keeping aside many of the qualified local persons, is questionable and there might be some hidden agenda behind it.
There are many Manipuris who are Post Graduate Degree holders and well known dental doctors who are fit to be advisors of the Manipur State Dental Registration Tribunal.
So, why these well qualified local doctors have not been appointed is the question being asked from various quarters today, sources added.
As a continuing process of establishing Manipur State Dental Council, two persons have also been appointed as members of the Dental Council of India.
Though one of the members is a Manipuri, the other member is none other than Dr Revathi P, advisor of the Manipur State Dental Registration Tribunal.
This whole process is a clear case of giving away the shares of Manipur to other States, sources contended.
Some of the well qualified doctors informed Hueiyen Lanpao that due to the negligence of the State Government the opportunity of a Manipuri being the member of the Indian Dental Council and taking part in decision making has been lost.
The sources further asserted that such conducts are clear examples of trying to suppress and look down on the well qualified local doctors.
It is very unfortunate and a great loss for Manipur as a whole.
The Health Minister must be unaware of this fact when the file was brought up on his table for his approval and has done nothing to stop it.
Now the news has reached the ears of the CM.
If the CM also remains silent over the matter, only god could save the qualified local doctors.
