ATDUM submits memo to CM

The All Tribal Disables' Union Manipur (ATDUM) has issued a statement urging the authorities concerned to look into the 'sensitive issue' of the difficulty in obtaining disability certificates by submitting a memorandum, with a proposed solution, to the Chief Minister.
In the memorandum ATDUM highlighted complications such as the distance required in travelling to Imphal from their respective hill districts, which is made harder by the fact that the recipients are disabled.
ATDUM suggested that these certificates should be made available in one's respective district, instead of being centralized by having Imphal as the sole distributor.
It also observed that there is no provision in the Act or rules with respect to persons with disabilities to attend the Medical Board meeting for authenticating their disabilities and cited Rules 4(2) of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Rules, 1996, which lay down that the certificate of disability should be issued within a week from the date of receipt of the application by the medical authority.
