JCILPS agrees to hold talks with Govt

In a significant step, the Joint Committee on Inner Line Permit System (JCILPS), which has been spearheading the ILPS movement, on Sunday finally decided to hold talks with the State Government on Monday (August 10) at 3 pm here.
This was announced by JCILPS convenor in-charge Khomdram Ratan during a press meet in the evening.
A 14-member delegation led by the Convenor of the Joint Committee will take part in the talks.
The Government team will be headed by Chief Minister O Ibobi and comprised of Deputy Chief Minister Gaikhangam, Cabinet Ministers, Drafting Committee Chairman and Law Minister Thoudam Debendra, MLAs Dr Ng Bijoy, RK Anand and Nongthongbam Biren, who are members of the five-member Drafting Committee.

However, whether the Joint Action Committee (JAC) against the Brutal Killing of Sapam Robinhood would be attending the crucial meeting could not be confirmed till the filing of this report.
Ratan said the Government has invited the Joint Committee for talks on the assurance that the key five points recommended by it would be slotted in the new Inner Line Permit System (ILPS) Bill.
He informed that there are positive signs which indicated that the Government wants to consider and implement some of the decisions taken by the July 23 public convention on ILPS.
Prior to the decision, the Joint Committee thoroughly discussed the formal invitation letter from the Government and then a meeting was held, which was participated by representatives of several local clubs, organisations and civil society bodies, Ratan said.
He said the meeting unanimously agreed to accept the Government invitation for talks.
Ratan said the details of the proposed meeting will be placed before the public and that all suggestions and observations of the Government will be relayed to the public through the media.
The Joint Committee leader also said that in the event of a failure to bring about any tangible resolution in the first round of the meeting, further rounds of talk are expected.
If need be, another public convention may be held to discuss the issue, he added.
Notwithstanding the Government's invitation for talks, he declared that there is no decision to halt the ongoing ILPS movement.
Meanwhile, the JCILPS observed the World Indigenous Peoples' Day at Manipur Press Club.
JCILPS co-convenor BK Moirangcha delivered the keynote address at the observance.
JCILPS convenor in-charge Kh Ratan, Poirei Leimarol Meira Paibi Apunba Manipur President L Memchoubi, AMKIL President Shakhi Leima, Kanglamei President Leirik Leima, KWA President AK Memcha and others took part in the function as presidium members.
