Toubul RTI Group alleges

RTI activist, Thokchom Santa has expressed that 'there is a high possibility that funds have been allotted twice for taking up a single welfare work at Toubul village under Toubul Gram Panchayat in Bishnupur district' .
Santa who is the RTI activist of Toubul RTI Group made the above statement while addressing media persons during a press meet held at Manipur Press Club today.
He further urged the authorities concerned to probe the issue at the earliest in the interest of the locals.
He went on to state that the wording of a signboard erected at the work site at Toubul has been erased and changed.
'Earlier it was written as 14th Finance Commission 2019-2020, Construction of Retaining Wall Toubul Makha Leikai Public Pond with Earth Filling but it has been changed to State Finance Commission 2019-2020 Retaining Wall at Public Pond of Northern side Ward no 3 at Toubul village', he added.
He continued that such suspicious acts indicate that the funds for the particular welfare activity has been misappropriated.
Mentioning about the alleged claims of two persons who have identified themselves as 'co-opted members', Santa informed that a RTI was filed with regards to the claims and BDO Nambol has replied that there is no post as 'co-opted member' in Panchayati Raj Constitution.
However there are documents to prove that they have been elected as co-opted members by the Pradhan which is contradictory to the clarifications made by them that they are not co-opted members, he added.
He further alleged that the clarification made by them was done to mislead the public.
Expressing concern that the incidents to intimidate those who have filed RTI are on a rise, Santa had appealed to the authorities concerned to look into the matter.
