Imphal, November 04 2016:
The Ethno Heritage Council (HERICOUN) has condemned the alleged brutal physical assault on five members of DESAM including president M Angamba by police after they were arrested in connection with a violent confrontation that broke out at Manipur University on October 29 .
A press release issued by HERICOUN secretary general Heisnam Oken Meitei appealed to the State Government to resolve the matter at the earliest.
If the State police who should maintain the State's law and order continue to commit such excesses, a restive situation will always prevail in the State, it said.
Even though the particular police personnel threatened the very foundation of democracy, the State Government has been maintaining stoic silence.
The alleged custodial torture evokes a serious question whether people are not allowed to raise any voice of grievances against the Government.
On account of the many excesses committed by police, police-public relationship has strained to the extreme.
People do not have any trust in police.
People feel rather terrified on seeing police, it said.
It further remarked that the way how DESAM volunteers were allegedly subjected to custodial torture looked like a deliberate act.
