BPCL oil pumps bluffing customers?

Bharat Petroleum Corporation Limited (BPCL) is a leading public sector oil company in the country but many quarters have been asking if BPCL has been bluffing customers in the State.
BPCL which has big refineries at Kochi and Mumbai shares 23 per cent of the country's oil market.
Recently, there were complaints of not refuelling vehicles with full quantities of fuel ordered by customers at BPCL oil pumps opened in the State.
Sources informed that there are around 11 BPCL oil pumps in the State and all of them have purportedly become automated.
On the other hand, there are more than 80 IOCL oil pumps in the State but not all of them are automated.
BPCL has been claiming that all their oil pumps are automated which means their dispensing units are equipped with printing machines for generating cash memos.
It is the right of all customers to check whether the cash memos given to them match with the money they paid for refuelling.
As such, any customer can demand cash memo after refuelling.
However, most customers do not see that meters of dispensing units are reduced to zero before refuelling and in many cases, pump-men do not adjust the meters to zero before refuelling.
This provides ample opportunity for pump-men to swindle customers, said the sources.
Recently, there were incidents of not filling vehicles or cans with the full quantities of fuel ordered by customers at BPCL oil pumps located at Thoubal and near Imphal airport.
To avoid such deceitful practices, customers need to be watchful at the time of refuelling, the sources added.
