The portion of the lake which is outside the core zone is known as buffer zone and it measures around 165.91 square Kms.

The core zone is a very important portion of the Loktak Lake and it is clearly mentioned in the Loktak Lake (Protection) Act, 2006 that the 70.30 hectares comprising the core zone of the lake will be classified as No Developmental Zone or Totally Protected Zone for its ecological significance.
It is reported that Dag no 36, Dag no 41, Dag no 45, Dag no 40 and Dag no 43 and Dag no 46 cover the the core zone of the freshwater lake.
According to well placed sources, a portion of Loktak Lake in the core zone measuring 1.30 hectare under Dag no 36, adjacent to Sendra and Ithing was found allotted to one Khwairakpam Gulapi, s/o Late Bhogo of Ithing Khullen Thanga Part-II .
Reportedly, the patta number (15 new) has signatures of SK Moirang and SDO Moirang and it is classified as Taothabi.
The patta has also other details.
Bishnupur Sub Division, Moirang Tehsil, Village number-66, Ithing, Thanga Part-II are also written on it.
This development came to light after a secretary of a club based at Ithing (Polestar Club) lodged a complaint to the Loktak Development Authority (LDA) to apprise the matter to the Secretary (Revenue) of the Manipur Government and take up necessary actions before May 19, 2019 .
The Government, however, hasn't taken up any initiative regarding the allotment of a portion of Loktak Lake to a private individual so far and as such it is unlikely that a legal course of action will be initiated anytime soon, said the sources.
It may be noted that Chief Minister N Biren Singh had on November 3 last chaired the first meeting of the Empowered Committee, which was formed to determine the exact boundary of Loktak Lake and the Loktak Development Authority (LDA) .
