CM writes to MHA to enforce ILPS

Chief Minister has written to the Ministry of Home Affairs (MHA) to extend the provisions of the Bengal Eastern Frontier Regulation to the State of Manipur.
In a letter dispatched to the MHA on December 5, the Chief Minister appealed to the MHA to withdraw the notification of November 18, 1950 whereby a permit system implemented in Manipur with regard to foreigners/outsiders was abolished.
The Constitution of India was adopted on November 26, 1949 and it came into effect from January 26, 1950 .
It is evident that Manipur became a part of the Indian Union prior to adoption of the Indian Constitution.
There was a permit system in Manipur at the time of merger as well as at the time of adoption of the Indian Constitution.
As per the Administrative Report of Manipur for the year 1931-32, the practice of imposing foreigners' tax was in force since 1897, subsequent to the British occupation of Manipur in the year 1891 .
This system was abolished on November 18, 1950 by an executive order issued by the then Chief Commissioner, Manipur, pointed out the Chief Minister's representation.
It further pointed out that Manipur was merged into the Indian Union on October 15, 1949 through a Merger Agreement which provides to preserve various laws, customs and conventions prevailing in the State.
The people of Manipur are apprehensive that post enactment of CAB, there is possibility of change in the demographic profile of the State, jeopardising the interests of the indigenous people of the State, it added.
