More autonomy to ADCs under consideration: CM

Chief Minister N Biren Singh has on Saturday stated that the State Government is considering giving more autonomy to Autonomous District Councils (ADCs) during an outreach programme held at Maram Khullen, Senapati.
During his maiden visit to the interior village, the Chief Minister got a rousing welcome from the locals.
Speaking at the function, N Biren continued that the Government would never work against the interest of its people and appealed to all not to insist the Government to do things that couldn't be done by the State Assembly.
Maintaining that the State Government will always work within the ambit of the Indian Constitution, he informed that the State Government is discussing the Autonomous District Council (ADC) Bill with the Central Government as certain parts of it are beyond the jurisdiction of the State Government.

To the delight of the Maram people, N Biren Singh also announced various projects to be taken up at Maram area and Senapati district during the programme.
He announced the opening of SDO's office Maram and Maram Police station, upgradation of Maram PHC to CHC and Maram Khullen PHSC to PHC.
He also handed over a work order to the agency concerned for development of Sadim Pukhri and Hinga Shrine, associated with the love story of King Paikhomba and Engellei.
The Chief Minister also assured of providing tap water to the people of Maram Khullen.
He continued that the Government is working dedicatedly to provide all the necessary infrastructure to every district of the State.
Urging the people to refrain from spreading false information that may create enemity among communities, he maintained that the State Government works for inclusive development of all.
A white paper on fund flow to the hill districts was also brought out recently, N Biren said.
Claiming that around 45 percent of the total State Budget was allocated to hill districts in the last two and half years, he appealed to the youth of hill districts to apply for Start Up scheme as only a few had applied for the same so far.
He further maintained that infrastructure such as road, transport, health, water supply and education among others had improved significantly in the last 4 and half years.
Stressing on the need to develop hill districts, the Chief Minister stated that certain development programmes had been taken up under the Hill Areas Development Programme (HADP) of the Central Government.
He mentioned that Rs 90 crore was allocated to Tamenglong district in 2018 and added that the Centre had been asked to allocate the funds under HADP for remaining hill districts as well.
N Biren further stated that the State Government introduced schemes such as Chief Minister-gi Hakshelgi Tengbang (CMHT), CM's Health for All and School Fagathansi Mission among others for the welfare of the people, especially poor and underprivileged.
Informing that the water supply scheme being constructed at Senapati district would be inaugurated shortly, he added that almost 90 percent of the district population would be accessible to tap water once the water supply scheme is functional.
He also informed that the Government has electrified 16,698 households, given tap water connection to 20,096 other households and constructed 806 houses and 33 roads in the district.
45,803 persons had also been enrolled under Pradhan Mantri Jan Arogya Yojana, he added.
The Chief Minister also stated that the overall percentage of households with tap water supply in the State had increased from the earlier 5 percent to around 53 percent.
Regarding a proposal to construct a market at Maram, N Biren assured that the same would be constructed under the Horticulture Department shortly at a location provided by the locals.
The Chief Minister also assured to black top the approach road to Maram Khullen soon.
Appreciating the leadership of Prime Minister Narendra Modi, he stated that Covid Vaccination Express had been taken up to vaccinate all the eligible people.
He also urged all the people to get vaccinated at the earliest.
During the programme, N Biren also flagged off Covid Vaccination Express of Senapati district and laid the foundation stone for Science Block of Don Bosco College, Maram.
He also released the Maram textbook for Class IX and X published by the Board of Secondary Education Manipur.
PHED Minister Losii Dikho, Education Minister Sorokhaibam Rajen, Agriculture Minister Oinam Lukhoi, Deputy Speaker Kongkham Robindro, Senapati ADC Caretaker Chairman A Kapani and Chief Secretary Dr Rajesh Kumar too attended the programme.
