Imphal, October 22 2016:
Stating that the State Government has been kept in the dark on the details of the Framework Agreement signed between the Government of India and NSCN-IM on August 3 last year, Chief Minister O Ibobi has offered to retire from electoral politics and relinquish the post of Chief Minister if any document or evidence about his alleged presence in a meeting held with Prime Minister Narendra Modi before the Framework Agreement was signed can be proved.
A one-day political conference was held today at Oinam Irengbam Mapan Kangjeibung under the aegis of Oinam Block Congress Committee and the conference was attended by a large number of people who came from 13 villages of Oinam AC.
The State Government was not involved in any manner in the cease fire pact signed between the Government of India and NSCN-IM and the political dialogue going on between the two entities for the past 14 years, said Ibobi.

It was a matter of serious concern that BJP Manipur Pradesh leader Th Chaoba was saying repeatedly in recent days that the Chief Minister of Manipur must be in the know about the Framework Agreement.
"If Th Chaoba can produce any document or evidence about my alleged presence in the meeting held ahead of signing the Framework Agreement, I will not only relinquish the post of Chief Minister but would also retire from electoral politics", Ibobi declared.
Advising Chaoba not to take the people of Manipur as fools, Ibobi pointed out that both the Prime Minister and the Union Home Minister are BJP leaders.
He then asked if any harm would be done when the State BJP leaders enquire about the Framework Agreement in the interest of the people of Manipur who are both anxious and inquisitive about the secretive agreement.
Almost 80 per cent of the cadre strength of NSCN-IM is constituted by people who hail from Manipur.
The Government of Manipur wishes for a solution to the political dialogue but the Framework Agreement should not disturb the territorial integrity of Manipur, Ibobi stated.
He also declared that he did not appreciate politicians who hop from one political party to another every now and then.
Stating that there are many people in BJP who are habituated to telling lies and churning out volumes of false propaganda, the Chief Minister cautioned people to be wary of such liars.
He asserted that Bishnupur district is a stronghold of Congress party.
Dr I Ibohalbi believes in the ideology of Congress party.
That is why he is working together with former candidate Dr Y Jiten.
Taking due note of the increasing population, Ibobi informed the gathering that Oinam Nagar Panchayat would be upgraded to the status of a Municipal Council.
Due process has been initiated to transfer the land records of Oinam which are presently kept at Wangoi to either Oinam or Nambol.
For expansion of the road leading to Sadu Chiru waterfall, necessary fund has been incorporated in the State budget, Ibobi stated.
He further assured that his Government would look into the possibility of setting up a higher secondary school within Oinam AC.
Deputy Chief Minister Gaikhangam stated that BJP's popularity has started sliding only two years and a half of assuming power at the Centre.
The BJP Government is unable to enforce its 100 days programmes and Imphal-Jiribam highway has turned into a river.
Gaikhangam went on to claim that no other political party can form Government in Manipur except Congress.
Dr I Ibohalbi, while conveying gratitude to all the people who attended the conference, urged the Chief Minister to fulfil the assurance he gave to the people.
