Following the huge public outcry against the killing of Th Manorama by Assam Rifles personnel on July 11 after arrest, the State Government has instituted a Commission of Inquiry to be headed by Retd Justice C Upendra.
An order to this effect, dated July 12, was received at the press today.
The terms of reference of the Commission will be to inquire into the facts and circumstances leading to the death of Th Manorama, to identify the responsibilities on the person/persons responsible for the death of the woman, to find out any matter incidental thereto, to recommend measures for preventing recurrence of such incident in the future.
The Commission has also been asked to submit its report to the State Government as soon as possible and not later than one month from the date of issuing the probe order.
The headquarters of the Commission will be at Imphal, said the notification.
The Commission will conduct its inquiry under sub sections 2, 3, 4 and 5 of Section 5 of the Commission of Inquiry Act, 1952 (60 of 1952), further said the notification.
