Imphal, November 11 2015:
Even as the Indian Oil Corporation (IOC), as per the direction of Govt of India, has fixed Rs 18 for home delivery charge for one 14.2 kg refilled LPG cylinder, it has been reported that some distributors have been charging more money than the permitted amount from each consumer as home delivery charge.
A consumer of a distributor located at Khongman, who preferred anonymity, told The Sangai Express that his distributor collects to the tune of Rs 500 as home delivery charge.
The consumer also said that he was told by a staff of the distributor that the amount collected as home delivery charge is non-refundable.
When the consumer went to enquire the amount collected as home delivery charge to another distributor/agency, he was told that the same amount has been collected from consumers as home delivery charge.
However, he was told that the amount is collected as refundable amount from the consumers by the distributor.
The distributor at Khongman did not give acknowledgement slip/receipt to the consumers for the Rs 500 collected from consumers as home delivery charge.
The distributor refuses to give the slip/receipt even when insisted, the consumer said.
Another distributor/agency which collected the same amount of money from consumers as home delivery charge also did not give receipt to the consumers for the amount collected, the consumer confided.
The consumers concerned do not dare raise a complaint as they have been assured that the amount collected would be refunded.
Nevertheless, these distributors have been approved to be LPG distributors by the IOC after they acquired the necessary infrastructure.
Rs 18 per consumer as home delivery charge may be a small amount, but the distributors ought to furnish reasons for collecting Rs 500 from consumers as home delivery charge per 14.2 kgs refilled LPG cylinder, the consumer said.
