Thoubal JAC calls off stir, probe ordered

Following an assurance to constitute a magisterial enquiry into the death of Yanglem Naoba and Huirongbam Manichandra, the Thoubal JAC formed in connection with the killings has called off its stir from today.
The Additional District Magistrate of Thoubal district, L Nabakishwar Singh has been appointed to conduct the inquiry.
The terms of reference as given in a Government notification issued today, are facts and circumstances leading to the incident, analysis of the facts and circumstances, findings based on the facts and circumstances and analysis thereof and recommendations to prevent recurrence of such incidents in the future.
An understanding was reportedly reached between CM O Ibobi and JAC representatives during a second round of meeting held today at the CM's Secretariat.
During a meeting yesterday, the JAC representatives had pressed the CM to constitute a Judicial probe into the killings which the CM turned down.
With assurance from the CM to conduct magisterial enquiry into the killings and taking into consideration the suffering faced by the bereaved families, the Thoubal JAC has decided to lift the bandh it imposed along Imphal-Moreh section of NH-2 that passes through Thoubal, according to a statement issued by the convenor of the JAC.
The JAC also announced the lifting of the Thoubal Bazar bandh with immediate effect.
However, a series of sit in protest would be taken out for a whole month at each locality until the assurances are turned into action.
On the other hand, the Government authority has ordered a magisterial probe into the killing of Y Naoba and H Manichandra.
According to an order, the report of the enquiry should be submitted within a month's time.
It may be mentioned that Yanglem Bisheswor alias Naoba (32) of Thoubal Wangmataba Sorok Mathak was gunned down by unidentified miscreants on Nov 30.At the same time, H Manichandra (65) died after receiving bullet injuries when security personnel opened fired while staging a protest against the killing of Naoba on Dec 1.Respective families have claimed the dead bodies today.
Post mortem examination was conducted on both the dead bodies yesterday at JNIMS.
