Meanwhile, the ADCC Chairman Langkhanpau Guite has declared tomorrow (Thursday) as a holiday to honour today's celebration and to ensure the continuance of the old practices of observing the day as a cleanliness day at the local level.
'It will give you the time needed to clean your surroundings and yourself,' he told the gathering in a lighter vein.
Guite, in his speech, assured selfless efforts to uplift the district like never before and without partisanship.
He also called on every stake holder to be supportive in making the council play a greater role through their personal involvement in the day to day development.

Of the 26 members in the ADCC, two are nominated.
They have, in the past one year, conducted two sittings, 7 executive level meetings and 2 finance committee meetings.
