Imphal, October 22 2011:
Blaming the state government for the present impasse over the demand for upgradation of Sadar Hills to a full-fledged revenue district, KSO, General Headquarters has asserted that the demand of SHDDC 'is not communal but some Naga bodies and the State Government are intent on making it a communal issue' .
In an open letter addressed to CM, Ibobi, the student body categorically stated that the state government is squarely to be blamed for the present impasse.
The ADC elections were held for Sadar Hills Autonomous 'District' Council.
However, after the ADC was formed, the people of Sadar Hills were appalled to find that their 'district' turned out to be 'Senapati'.
So, they are in a dilemma over the existence of two ADCs in a single district, the open letter signed by President of the student body Peter H Mate, said.
Observing that the re-organisation exercise of the state government may not possibly bring about any change in the boundaries of the districts, but it would definitely fuel the already volatile situation prevailing in the state, Peter maintained that that the state government should remember that it had successfully conducted the ADC election with the support of the people, and so, appropriate administrative structure should be put in place and democratic governance and rule of law should follow suit.
What is the need of having state administrative machinery or holding an election, if people in the district or outside of it are to be consulted at every stage?, Peter questioned.
He went on to say that we are all aware that Manipur has three main communities living together for centuries.
So, it would be pointless to debate over origin or uniqueness unless we are discussing anthropology, genetic science or demography, etc since all the three communities have gratefully survived till today.
But, if we are discussing about our political rights, the political history of each communities become relevant.
Any political agenda of the government directed along communal line would spell our doom.
It is on this regard that KSO is apprehensive of the move for 'Alternate Arrangement' for Nagas within the State, which, in the context of the current situation, the political history of Manipur, terminology and coverage, is unquestionably communal in nature, the open letter added.
