The People's Democratic Alliance (PDA) has appealed to the Governor to promulgate the proposed Manipur (Hill Areas) District Council (3rd Amendment) Ordinance 2008 by observing the provision of the Article 371 (C) of the Constitution of India and Clause 1 and 3 of the Hill Areas Committee Order, 1972 .
In a memorandum submitted to the Governor, a copy of which has been made available to the press, the PDA urged upon the Governor to preserve the sanctity of the relevant Constitutional provision in respect of the subject matter of the proposed Ordinance.
It further alleged that the Governor failed in his constitutional duty when the Manipur (Hill Areas) Autonomous District Council Bill 2008 was introduced in the Manipur Legislative Assembly during the third session after obtaining recommendation of Governor as if Money Bill whereas District Council Act is not at all within the purview of the Money Bill as it falls within the 'Schedule matter'.
