CrPC 144 promulgated in IW, IE districts

Imphal West district magistrate has promulgated CrPC 144 and imposed several restrictions in the district following reports from the ILP Monitoring Cell of the state government on movement of illegal immigrants and illegal transborder crimes.
An order issued in this regard by district magistrate, Thokchom Kirankumar on Thursday informed that as per report from DIGP (Intelligence), who is also the chairman of ILP Monitoring Cell, Manipur, there is information regarding movement of illegal immigrants and transborder crimes including smuggling of contraband goods and other activities which may cause breach of peace and annoyance and endanger the national security and successful implementation of ILP in the state.
Another report by the SP Imphal West stated that there is likelihood of serious breach of peace, disturbance to the public tranquillity and grave danger to human lives and properties, and also information regarding threatening of business community in Imphal area by underground elements for payment of extortion demand.
The order also stated that there is necessity for checking and detecting violators of ILP guidelines, getting all the tenants verified from time to time as an immediate preventive measure for the safety and security of the house owners/lessors and the localities.
The order then directed all house owners/lessors in Imphal West district to mandatorily get tenant verification from police station concerned for the reason of national security.
It directed the authority concerned to check criminal antecedents of the tenants from their respective police station/district/state; correctness of the claim made by the tenant of his/her native place; and overstaying the duration of their Visa/permit by foreigners/non-locals.
The order also banned assembly of five or more people, which is likely to turn unlawful; carrying of sticks, stones, firearms without a valid license, weapons or objects of any de scription, which can be used as offensive weapons.
Meanwhile, additional district magistrate, Imphal East Shamim Ahmad Shah also issued a similar order imposing restrictions on assembly of five or more people, which is likely to turn unlawful and carrying of firearms or objects of any description, which can be used as offensive weapons in the entire district for.
a period of two months with effect from December 7 .
