Imphal, September 07, 2013:
Women Action for Development (WAD) has applauded passing of the Street Vendor Bill (Protection of Livelihood and Regulation of Street Vending) Bill, 2012 by the Lok Sabha on Friday, and expressed hope that the same Bill would also be passed by the Raiya Sabha in due course of time without much arguments and obligations to ensure enactment of this Bill into an "undeniable Act".
In a statement, WAD noted that Protection of Livelihood and Regulation of Street Vending Bill, 2012 is to regulate street vending activities and to protect the rights of urban street vendors, including against harassment by police and municipal authorities.
The said bill also provides for security and protection of livelihood to all street vendors having a vending certificate to be issued by the Town Vending Committee.
Both the State and the Centre will have to work together to make the Act a success.
Considering the plight of the poor urban street vendors of Manipur, this Bill when it becomes Act will provide protection and preservation of the street vending status and thus become a boon to the prolonged suffered vending communities.
Those markets which have been functional for more than 50 years will be considered natural markets and vendors located there will be protected under this Act.
The markets of the state have earned its popularity of being the unique and only run by women folks and it needs to be preserved.
WAD appreciates the current motion and development of the Bill and appeal to the State government to be the first state to enact Street Vendor Act when it is passed by the both Houses of the Parliament, the statement added.
