Association demands regularisation of contract teachers

The All Manipur Hill Districts Contract Basis Teachers' Association (AMHDCBTA) has submitted a representation to Chief Minister N Biren Singh yesterday demanding regularisation of the service of hill schools contract basis teachers of 2006 batch.
In the representation, the association stated that the contract basis teachers were appointed and engaged by the Directorate of Education(S) Hills under an MoU signed between the Government of Manipur and the All Tribal Students' Union Manipur (ATSUM) in the year 2006 to cater to the educational needs of the hill schools.
The MOU clearly reads that, "the service of the teachers appointed on contract basis will be utilized until the post is filled up on regular basis through normal recruitment or special drive as the case may be" said the association.
The appointment and engagement of these contract basis teachers were made after due advertisement and also obtaining the Finance memo from the Finance Dept, Government of Manipur.
In addition to this, Professional Tax also had been levied and taken from the contract teachers, it added.
In November 2011, the physical verification with relevant educational documents were conducted by the Directorate of Education(S) for the service extension/regularization.
And in due process 772 numbers of contract teachers were found genuine by the Directorate concerned and had informed the higher authority for further necessary action.
However, no concrete development has been taken up, the association said.
Student organisations and many CSOs have approached the authorities concerned and submitted a number of representations regarding the issue.
Some had also proposed Highway bandh back in 2016 but was called off after assurance was given.
Though the Cabinet had agreed to appoint 2000 posts of teachers in the Education Department on February 16, no concrete action and amicable solution has been brought regarding the contract teachers, it said.
The contract teachers of the Heirok High School which were appointed on August 10, 2008 under the Directorate of Education (S) have been regularised recently on May 13, 2016 .
In August 2019, an order was issued to conduct reverification and in 2020 verification was completed.
Relevant documents were forwarded by the committee constituted to examine the matter related to regularisation of 564 contract teachers of hills schools (2006 Batch) to the higher authority for further necessary action.
However, the matter is still pending, said the association, appealing to the Chief Minister for his intervention to regularise the contract teachers.
