Manipur Assembly to pass Bill for implementation of ILP

Manipur Chief Minister Okram Ibobi Singh today assured the Joint Committee on Inner Line Permit System (JCILPS) to introduce the recommendation of All Political Party ILP Committee (APPILPC) as a 'Bill' in the upcoming winter session of Manipur Assembly so that it becomes an Act.
The Chief Minister assured the committee during a meeting that efforts would be made to pass the proposed Bill in the Manipur Assembly winter session in order that it becomes an Act for implementing Inner Line Permit (ILP) system in the state, JCILPS co-convenor Arjun Pukhrambam told media at the committee office here this evening.
Ibobi's assurance comes after a joint meeting of representatives of JCILPS, APPILPC and the Manipur Government was held at the Chief Minister's Bungalow.
The meeting presided over by the Chief Minister began at 9:30 am and continued till 6:30 pm.

At the meeting, 12 JCILPS leaders headed by its convenor Ibotombi Khuman were present.
All Cabinet ministers and members of APPILPC including its convenor MLA RK Anand were present at the meet.
But the committee's chairman Deputy Chief Minister Gaikhangam was unable to attend it as he was reported to be out of station, Arjun said.
He said the APPILPC side during the meeting agreed to submit a detailed report by December 10 to the Government on proposals and opinions of various experts and other related documents suggesting the feasibility for implementation of ILP or a similar law in Manipur.
On the other hand, Ibobi told the meeting that his Government would consult Constitutional and legal experts on the recommendation to be submitted to the Government by APPILPC, assuring that the Government would put in efforts to introduce a Bill in the coming Assembly session to be held next month so that it becomes an Act, Arjun added.
He added that the three sides also expressed unhappiness over Wednesday's class between JCILPS activists and police here and agreed to avoid recurrence of such incidents in future.
