With the Union Government staying mum even after the Manipur State Assembly had submitted its resolution for re-implementation of Inner Line Permit (ILP) system in the State to regulate influx of migrant workers from outside, the Joint Committee on Inner Line Permit System in Manipur has served an ultimatum to the Union Home Minister and the Chief Minister of Manipur to extend ILP system in the State by May 31 without fail.
The Committee has also threatened to take up massive people's movement including non-cooperation movement with effect from June 1 next if the demand is not fulfilled.
In the ultimatum served to the Union Home Minister and the Chief Minister of Manipur, the Committee recalled that on July 12, 2012, the State Cabinet resolved to urge the Government of India to extend the provisions of the Bengal Eastern Frontier Regulation, 1873 to Manipur, and on the following day, Manipur State Assembly unanimously passed the resolution to extend and adopt Bengal Eastern Frontier Regulation, 1873 with necessary changes in the State.

Subsequently, the State Government submitted the said resolution to the Union Home Ministry on August 3, 2012 with a request to do the needful.
The people of Manipur have waited long enough and since there is no response from the side of the Union Ministry, the ultimatum has been, thus, served.
Talking to media persons in this regard at the office of HERICOUN at Palace Compound here today, Sapamcha Jadumani, Convener of the Joint Committee on Inner Line Permit System in Manipur, informed that a Joint Committee on ILP System Students' Section has also been formed in order to strengthen the movement for re-implementation of ILP in the State.
He further informed that the Joint Committee has been watching the move and response of the State and the Union Government over the public demand for re-implementation of ILP in Manipur.
A memorandum had also been submitted to the Union Home Minister for the speedy implementation of the provisions of the Bengal Eastern Frontier Regulation-1873 in Manipur on November 23, 2012 .
But even after five months' of patience waiting, no response has been received from the Union Home Ministry and so the Joint Committee has been compelled to serve an ultimatum to the Union Home Minister and the Chief Minister of Manipur for pursuing the matter with the Government of India on a war footing.
If necessary orders were not issued by May 31 next, people of Manipur will start a massive people's movement including non-cooperation movement with effect from June 1 next, Jadumani warned.
He went on to state that as a part of the agitation, movement to prohibit entry of all non-Manipuris into the State would commence from June 1 to 5.From June 6 to 10, it would be ensure that no non-Manipuris come to the localities for selling carpets and other products.
He also appealed to the people to cooperate in the movement to be launched by the Joint Committee in the interest of protecting the indigenous population from getting extinct from unregulated but uninterrupted influx of outsiders.
