Black-topping of IVRs without roller !
Single work programme, but two contractors

The repairing work of Inter Village Roads (IVRs) in Keishamthong Assembly Constituency in the heart of Imphal is alleged to be have been done in a haphazard manner without any work order while the black-toping has been carried out without any roller.
Moreover, even though it is a single work programme, the contract is found to have been assigned to two different contractors.
With irresponsible manner of executing the work right under the nose of the PWD, has raised finger of accusation over the possibility of involvement of officials of the department in the act.
The condition of the repaired IVRs in Keishamthong A/C was inspected by MLA L Ibomcha along with the Engineers concerned of PWD and a team of media persons today.
The team inspected both the finished as well as the works which are under progress at different parts of the constituency including Keishampat Mutum Leirak, Mutum Leikai, Kangabam Leikai, Thiyam Leikai, Leimajam Leikai, Nepram Menjor Leikai, Khwairakpam Leikai, Kwakeithel Thokchom Leikai, Huidrom Leikai, Ningom Leirak, Haobam Marak and Elangbam Leikai Leirak.
During the inspection, the thickness of the black-topped road at Kangabam Leikai was found to be below laid down specifications.
The breadth of the road was also not in tune with the specifications.
The same case was also detected at Keishampat Leimajam Leikai.
At Khwairakpam Leikai, the road repairing work was found already wearing out on account of substandard materials used.
Taking serious note of the matter, MLA L Ibomcha directed the workers to stop the ongoing process of road repairing work.
It is said that the road repairing work in the constituency is being carried out under non-plan, SPA and 13th Finance Commission.
However, almost all the works have been taken up before issuing of relevant work orders.
Altogether Rs 1.5 crores has been allotted for repairing of the IVRs in the constituency.
Speaking to media persons on the sidelines of the inspection, MLA L Ibomcha informed that the inspection of the IVRs in Keishamthong A/C is being carried out with the knowledge of the Chief Minister.
He further informed that the pending bills of the completed works without any quality control would not be cleared and the same has been made known to the officials of the department concerned.
The works that have been executed without work order would be taken as donation made to the people of the area and no bills would be paid for such works, the MLA said, adding that the sub-standard works would also be made to be executed all over again.
