Marangching's villagers urges to revoke transfer order of DC

Villagers of Marangching (Makhuam) has taken strong exception at the reposting of Amstrong Pamei as DC of Tamenglong District, despite the presence of many pending Court cases, including the issuance of a direction to the State Government for prosecution sanction against him in connection with the alleged illegal disbursement/payment of railway compensation amounting to Rs 36 crore to two individuals while he was the DC of the district in the past.
The villagers further warned the State Government that they will launch different forms of agitation, including closure of Railway Projects, if the Government fails to revoke the transfer order of Amstrong Pamei by September 2.Addressing a press meet at Manipur Press Club, today, the secretary of Thoubei, Maranching Village, Guangchalung Gangmei decried the issuance of the State Government's transfer and posting order of Amstrong Pamei as DC, Tamenglong on August 29 and went on to convey that a case regarding disputes for claiming landownership and title over the lands affected by the land acquisition for construction of Railway Tracks within Marangching Village, is still pending at the Court of the Civil Judge, Tamenglong.
Amstrong Pamei, when he was the DC in 2017, had illegally reviewed/amended an award issued earlier by a previous DC on March 21 that year which mentioned that "the ownership of the land (the affected land) is under dispute in the Honourable Court and payment of compensation shall be made as per the decision of the Court", he alleged.
He also claimed that the reviewed/amended decision/order of Amstrong Pamei was issued on June 15, 2017 thereby replacing the order/decision issued by the previous order as "the ownership of the land is under dispute and in the Court of Civil Judge (Senior Division) Tamenglong vide original suit number 8 of 2016 in Namronlung Gondaimei & three others versus the State of Manipur.
Payment of compensation shall be made as per decision of the Court" .
Contending that the reviewed/amended decision/order of Amstrong Pamei issued on June 15, 2017 is illegal, malicious and mischievous, the secretary alleged that endless problems and issues followed because of the order and payment of compensation amounting to a sum of about Rs 36 crore to two persons.
He then conveyed that a writ petition seeking the issuance of a direction to the State Government for prosecution sanction under section 197 of the CrPC against Amstrong Pamei and two other officers who were serving as SDOs of Tamenglong in the past, is also pending at Manipur High Court, and added that the issuance of an order for transferring and posting the said individual (Amstrong Pamei) as Tamenglong DC is objectionable and against the wish of Marangching villagers.
Demanding the State Government to revoke its transfer and posting order of Amstrong Pamei as Tamenglong DC by September 2, Guangchalung Gangmei threatened that Marangching villagers will launch different forms of agitation, including closure of railway projects with the help of like-minded CSOs, if the same Government fails to meet their demands.
