Efforts on to provide basic facilities to surrendered cadres: Gaikhangam

The government is making earnest efforts to avail basic facilities under Surrender Policy for surrendered cadres of different underground outfits, stated Deputy Chief Minister Gaikhangam during a calling attention motion in the Assembly session today.
Responding to a calling attention motion raised by MLA Dr I Ibohalbi on Surrender Policy, Gaikhangam who also holds the Home portfolio said that the Surrender Policy was framed by Ministry of Home Affairs for northeastern States to ensure proper rehabilitation, security and other facilities for surrendered cadres.
The Deputy CM informed the House that those cadres belonging to different outfits surrendered to the government are divided into three groups, while elaborating that the first group comprises cadres who surrendered individually; the second group comprises cadres who surrendered by signing Memorandum of Understanding (MoU) and the third group is composed of cadres who surrendered under Suspension of Operation (SoO) .
Cadres who have surrendered to the government are being kept at rehabilitation centers and designated camps.
Around 2600 cadres of different underground outfits surrendered to the government so far are staying in different designated camps, he maintained.
Saying that there is a plan to construct more rehabilitation centers in suitable places to properly accommodate surrendered cadres, Gaikhangam asserted that the government is putting all out efforts to avail basic facilities including proper rehabilitation and security under Surrender Policy for surrendered cadres.
While raising the calling attention motion, MLA Dr I Ibohalbi said that surrendered cadres had expressed that they are deprived of basic facilities under Surrender Policy which needs to be addressed.
Reiterating that several cadres who surrendered to the government on March 8, 2013 had complained about not receiving rehabilitation package though they are provided with accommodation, the MLA urged that surrendered cadres deserved to receive basic facilities under Surrender Policy in time.
