Reacting to the allegations levelled by the Human Rights Defender, Manipur (HRDM), the Director of Transport has issued a clarification on the objective of introduction of High Security Registration Plates (HSRP) scheme.
HSRP scheme, the statement said, is implemented to ensure uniformity of size, colour and specification of registration plates all over India on all types of registered vehicles, as per the guidelines set by the Ministry of Road Transport and Highways, Government of India.
On the absence of memory chip or tracking device in the plates, the statement said that HSRP is a highly sensitive product for prevention of crimes with high security features to prevent counterfeiting and application of HSRP under the provisions of Motor Vehicles (New High Security Registration Plate) order 2011 .
The provision of memory chips or any tracking device like GPS/GIS on the plates are, however, out of purview of the HSRP scheme, it added.
HSRP was commissioned on April 12, 2012 at District Transport Office (DTO), Imphal West in compliance with the Supreme Court order issued on December 8, 2011 .
As such, the State police were requested to book motor vehicles without HSRP for effective implementation of the scheme, the statement conveyed.
The Department, it added, would further co-ordinate with other law enforcing agencies to ensure effective implementation of the scheme under the intimated 2 years time for affixation of HSRP so as to avoid undue inconveniences to the general public.
