Sub-standard belt supply to police, 2 cops suspended, pension blocked for another

While one IPS officer and an MPS officer have been placed under suspension, all pension benefits entitled to one retired IPS officer have been blocked .
Department of Personnel Deputy Secretary N Guite issued separate orders to this effect today .
The two police officers who have been placed under suspension are Senapati SP F Gonglin (IPS) and Imphal East Additional SP (Ops) M Kumarjit (MPS) .
Moreover, all the pension benefits entitled to retired Inspector General S Manglemjao (IPS) have been blocked .
One order issued by the Deputy Secretary said that F Gonglin has been placed under suspension with immediate effect under Rule 3 (I) (A) of the IAS (Discipline and Appeal) Rules 1969 .
The second put M Kumarjit under suspension with immediate effect under Rule 10 (I) (A) of the CSS (CCA) Rules 1965 .
The third order blocked all pension benefits entitled to S Manglemjao under Rule 6 of the All India Services (Death cum Retirement Benefit) Rules 1958 until the proceedings of the disciplinary action initiated against him is completed .
The first and second orders say that Imphal should be the headquarters of Gonglin and Kumarjit until the conclusion of the disciplinary proceedings initiated against them and they should not leave their headquarters without obtaining permission from the competent authority .
The third order also directed Manglemjao not to leave his station without obtaining permission from the competent authority until the disciplinary proceeding is completed .
Following reports that belts supplied to Manipur Police by one Md Gani Khan were of the lowest quality, the State Government constituted an enquiry committee and investigated the matter.
The enquiry committee was headed by Additional Chief Secretary Dr Suhel Aktar.
Special Secretary R Sudhan and IGP (Administration) Dr S Ibocha were members of the committee .
After enquiry, the committee submitted an interim report on July 11 before the final report was submitted on August 17 .
The Home Department, after studying the report, made certain recommendations to relevant authorities.
Subsequently, the two police officers were suspended while pension benefits entitled to the retired police officer have been blocked .
Md Gani Khan supplied a total of 20,000 belts which were made of hard-board paper at the rate of Rs 117 per belt.
The total value of supplying the belts was Rs 23,40,000 .
