Addressing the gathering, Minister Okendro announced that necessary measures for teachers' rationalisation policy would begin from June month while a bill would proposed in the next session of State Assembly for a legislation on transfer policy of teachers.
In addition to overall development of the education sector being the driving force to the proposed transfer/posting policy such a step would also be helpful in attaining the goal of egalitarian development in the sector throughout the State, said the Minister.
Under the proposed transfer/posting policy teachers posted in the hill districts schools would be swapped with those from the valley areas, Okendro declared with the assertion that relevant measures would be initiated to ensure that an individual teacher do not remain in the same school for more than two years.
Assuring expeditious implementation of school development programmes, he also said that living quarters for the teachers would be constructed.
In sharp contrast to stating that teachers' quarters would be built, Okendro conceded that due to financial constraints strapping the State Government even basic items like chalk and duster could not be provided to Government schools.
Appealing to the MLAs to earmark/contribute 50 percent of MLA development fund in promoting education and related programmes in their respective constituencies, the Minister also solicited suggestions from all concerned on ways to improve academic record of 84 Government schools which had failed to produce competent students.
Conveying determination to develop the education sector in a big way that Manipur would be capable of attracting students from other States and neighbouring countries to pursue education here, he observed that with the law and order situation comparatively better at present there should be no problem in achieving the goal of educational excellence in case every section of the society contribute towards the cause.
Speaking at the occasion, Director H Deleep claimed that inspite of certain flaws in the State's education system for years the problem is no more evident at present thus paving the way for the education sector to progress in leaps and bounds.
