"SAT imparts training on various courses" : Addl Director highlights upcoming initiative and infrastructures

"The State Academy of Training (SAT) imparts training to employees of the Government, public sector undertakings, local bodies, representatives of voluntary organisation and common people on various courses", said the Additional Director, SAT A Shivadas Sharma.
The Addl Director interacted with the media persons today in the first session of the series of Press Conference of HODs, organised by DIPR for highlighting the activities and achievements of the GoM, at DIPR Complex, Moirangkhom, Imphal.
The State Academy of Training at Takyelpat was established on August 19, 1985 in pursuance of the recommendation of Chief Secretaries conference held on May 7 and 8, 1976 under the chairmanship of PM India.
The courses offered by SAT, Manipur are foundation course of State civil services and State police service, State Account Training, Office Procedure Training, Attachment Course of All India Services, Professional Course of various State Services, Refresher Courses on various Rules/Regulation, Computer Courses (including Appreciation Courses), Finance and Accounts Courses, RTI, Human Right issues, Entrepreneur ship Development Programmes, Disaster Management related trainings, Deputations outside the State and Deputation of officials for training/ study tour to foreign countries.
The SAT have faculty member in areas namely Computer, Finance and Account, Services matters and Law but experts in specific public management areas are leveraged for other courses.
Training are conducted on-Campus and off-Campus of the Academy.
A Shivadas Sharma highlighted the scheme introduced on July 2, 2012 which provides a cash incentive of Rs 1,00,000 each those individual who got through the Select Competitive Examinations (IAS, IPS, NDA, CDS & NDA) conducted by UPSC, New Delhi.
Another scheme of providing laptop and computers was also introduced in the year 2013-14 to all the successful candidates of combined States Examination.
He also maintained that the SAT, which began with single-storey building, has improved and broadened with the presence of hostel cum canteen in the year 2009-10 with new traming block and lecture halls, conference rooms and e-governance training lab (constructed in 2011-12), Skill Development Centre (in 2015-16) and Apparel Making Training Centre was also opened to impart vocational trainings, he added.
He announced that the Academy has also marked through some of the achievement in 2017-18 namely an incentive of Rs 46,00,000 at the rate of Rs 1,00,000 per person has been given to successful candidates who passed UPSC Combined Services (Preliminary & Mains Exam), Indian Forest Services (IFS), National Defences Academy (NDA) and Combined Defence Services (CDS).
Another achievement is Regular State Accounts Training which is conducted twice a year, Regular Office Procedure Examination (conducted twice a year), completion of 16 training programs under Dept of Personnel & Training, Gol for 404 State Govt officers/officials and another group of 15 training programs during the current financial year, 2017-18 for 499 State employees.
The Academy has also organised training programs on various training programs and facilitated the organisation of different Depts by providing necessary facilities like resource persons etc, he added.
In the Special State Sponsored Programs, 15 programs have been carried out with 388 trainees while 16 programs with 404 trainees were held under the State Category Training Programs and IT Department Sponsored Program carried out 10 programs with 58 trainees.
Meanwhile, two programs were carried out under other Departmental Sponsored programs.
The Revise Estimate 2017-18 under Grant 42-SAT, a sum of Rs 652.10 lakhs have been earmarked for the fund and the estimated budget of 2018-19 is Rs 683.80.The SAT has recently reactivated 'Disaster Management Centre' and presently is in the process of activating Disaster Management Data Centre and Disaster Management Communication Centre.
With the State Development Policy 2013, the Academy has established Skill Development Centre for enhancing the employability of unemployed youths.
Facilities such as apparel making training and computer literacy training are already available in the campus.
Additional facilities such as auditorium (with 150-200 seat capacity), Library cum reference centre, guest house, multi-storey staff quarter, State accounts training hall and Sports facilities are coming up in the near future, the Addl Director further added.
