Home Guards seek Govt's attention

Following a verdict issued by the Supreme Court on April 11, 2015 directing all States and Union Territories of the country to increase the salary of Home Guard personnel to the level of State Police Constables or IRB personnel within three months, the Manipur Home Guard Employees Welfare Association has drawn attention of State Government to implement the said order at the earliest.
Informing media persons of their hardships faced by Home Guard personnel everyday, president of the association Y Mangi in a press meet held today at Manipur Press Club, stated that Home Guards play a vital role in maintaining law and order of the State.
Even though Home Guard personnel work all day in all conditions, they have been neglected by the people and specially by the State Govt, he added.
The association has approached the State Principal Secretary Home, DGP/DG Home Guard and the Commandant Home Guard on July 1, 2015 to follow the directive of the Supreme Court and implement the new salary system.
But till today no work has been taken up by the concerned authorities, he alleged and added that the association filed a writ petition (c) 580 of 2015 to the High Court of Manipur praying the Court for necessary intervention.
The State Government created five posts of Battalion Commander which is not in line with any Act or rules pertaining Home Guards.
This has seriously affected administration of Home Guards.
He urged the concerned authorities to rectify the same blunder.
Failure to implement the new salary system by the Manipur Government is a sign of failure in administration, he said while urging the Chief Minister, Deputy Chief Minister and other concerned authorities to comply with the orders and directive of India's highest Court.
He added that the Manipur Home Guard Employees Welfare Association will send a written appeal to the Prime Minister and the Union Home Minister to regularize the service of Home Guards as there are number of qualified personnel.
He also appealed to the State Chief Minister and the Deputy Chief Minister to support them.
