Imphal, May 07 2021:
The State Health Department has issued a Standard Operating Procedure (SOP) for regulating supply of oxygen cylinders to both Covid and non-Covid home patients.
As per the SOP, all non-Covid home patients who are already on oxygen support as per medical advice shall be supplied oxygen cylinders by the dealers concerned as practised earlier.
The dealers should maintain a proper record indicating the names of patients, supply date and quantity and share the record with the Government.
For Covid patients whose oxygen saturation level demands external oxygen support and awaiting hospital admission shall be monitored by the home isolation team of the district and on the certification by the CMO/DSO concerned, dealers of oxygen supply may issue oxygen cylinders.
A record of this should be maintained and furnished to the State Government.
In both the above cases, the dealers should include details of the demand and supply of oxygen cylinders by the home patients (both Covid and non-Covid) in their report submitted to Manipur State Oxygen Management team at 6 am and 6 pm for the preceding 12 hours ending at the time of reporting.
In any case, the dealer shall not stop the rotation of cylinders for refilling in plants both within and outside the State for supply to the healthcare care facilities.
The district home isolation team shall follow the guidelines for judicious use of oxygen as applicable and laid down from time to time in the assessment of requirement of oxygen support to Covid patients.
