Don't conduct DPC until reservation rule is fulfilled, says ATRPFM

ATRPFM has urged the State Government and the authorities concerned not to conduct DPC for appointment of manager in Power Department (MSPDCL & MSPCL) until the reservation rule is worked out in accordance with the prevalent OM law and rules.
In a letter submitted by president of ATRPFM to CM, Power Minister, Chief Secretary, Managing Director, MSPCL and Managing Director MSPDCL, it stated that ATRPFM has already submitted a representation regarding the matter on July 16 to the CM, Chief Secretary and the Managing Directors.
However, no response has been given till date, it said.
The consolidated instruction on DPC and related matters under OM provides that "the existing provision relating to extension of the held of choice to 5 times the number of vacancies in respect of SC/ST will continue", asserted the president.
It further mentioned that, as per rules, 31% of post out of 42 should be given to the ST officers but no such thing has happened till date.
Inspite of the instruction, such benefits were not extended to the ST candidates when 42 Section Officer Grade-I (Elect) were appointed to the post of Assistant Engineer (Elect) by way of promotion in the Electricity Department, it asserted.
But the said appointment preference was given exclusively to 40 General and 2 SC officers, claimed the president.
The Executive Director (HR/Admn/IT/Legal) of the MSPDCL has issued a circular on July 9 to process a DPC for promotion of Assistant Manager (Elect) to Deputy Manager (Elect) and from Deputy Manager to Manager (Elect).
It continued in the letter that there are backlog vacancies of Assistant Engineers for STs in Power Department and how those backlog vacancies shall carry forward both in MSPDCL & MSPCL has to be ascertained before promotion procedures are initiated.
"The backlog vacancies are to be filled up only by ST, failing which equal representation as mandated under our Constitution will remain unimplemented and left redundant", it said.
ATRPFM, in the letter, urged to take necessary step for ensuring strict observance of reservation rules and also to verify and give a response.
It warned that ATRPFM would be compelled to take up steps as per laws, rules, OMs and regulations and that the State Government should take full responsibility of any eventuality.
It cautioned that ATRPFM will also take up its own course of action if the Government fails to meet the demands and conceal the process of conducting DPC.
