ATSUM states stand on Dy Director post of TRI

The All Tribal Students' Union Manipur (ATSUM) today gave a rejoinder to the statement of AMSU regarding non-issue of appointment order to MPSC recommended candidate for the post of Dy Director, TRI .
ATSUM, in a statement issued by its information and publicity secretary Micah Kamei, said it issued the rejoinder for dragging the name of a tribal Commissioner of TA & Hills without knowing the crux of the matter .
It said, "The Union has no grudge with the candidate recommended for the post of Deputy Director at TRI but considering the anomalies and irregularities committed by the then Government, it will be wiser on the part of any organization to analyse the causality meticulously before jumping to any conclusion."
It mentioned that through Government letter No 30/08/2013 TA & Hills (TRI) dated May 5, 2014, requisition for recruitment of Dy Director (TRI) was made to MPSC.
Soon after the requisition for the recruitment was made, TRI Manipur received the operational guidelines F No 110 24/1/2014-research from the Ministry of Tribal Affairs, Government of India dated June 10, 2014 from Under Secretary to the Government of India for reference and compliance .
After perusal and meticulous examination of the operational guidelines, anomaly and inconsistency were detected in the existing recruitment rules (RRs) for the post of Dy Director (TRI) as the existing RRs of the same are not in conformity with the operational guidelines of the Ministry, ATSUM said.
Taking serious note of the matter, the Government of Manipur vide letter No 30/8/2013 TA & Hills (TRI) dated Dec 4, 2014 directed the Secretary, MPSC to keep the recruitment process in abeyance in order to enable the Government to examine and review some issues relating to operational guidelines of the Ministry of Tribal Affairs, Government of India.
But the MPSC arbitrarily went ahead and conducted the recruitment exam on December 7, 2014 and conducted interview on January 8, 2015, it further said .
ATSUM also said that the crisis began with the MPSC as the directive of the Government had been defied besides changing the age limit which, as a matter of fact, is not within the purview of the MPSC .
TRI is being purely funded by the Government of India, the State Government cannot take the sole authority to deviate the Ministry's directives and guidelines when it comes to policy matter.
It is pertinent to note that the RRs of Deputy Director (TRI) 2013 is below the benchmark and not in conformity with operational guidelines of the Ministry of Tribal Affairs, Government of India and the recommendation of the NITI Aayog for strengthening TRIs administration, ATSUM said .
Given to understand the above facts, proposal for amendment of RRs of Deputy Director (TRI) in conformity with the operational guidelines of the Ministry of Tribal Affairs and NITI Aayog's recommendation is being processed by the Department of Personnel (DP), Government of Manipur and recruitment of Deputy Director (TRI) will be done as and when the Government takes decision after rectification of anomalies.
The writ petition (c) No 1004 of 2015 dated July 6, 2017 in the High Court of Manipur at Imphal was disposed with the direction to the respondent to undertake necessary decision either to cancel for valid cogent reasons or act upon the recommendation of the MPSC within a period of one month with effect from July 17, 2017, it said .
TA & Hills, Government of Manipur, after a minute examination of the operational guidelines decided not to act upon the recommendation made by MPSC for valid and cogent reasons stated in an order issued on August 1, 2017, ATSUM said.
