CSCHR presents Christof Heyns's follow-up on AFSPA

Civil Society Coalition on Human Rights (CSCHR) on Thursday presented a summary of the silent features of the follow-up report of the UN Special Rapporteur (SR) Christof Heyns on extrajudicial killing and violation of human rights in Manipur as the same was presented at the Human Right Council's 29th Session in Geneva.
The follow-up report was made on the basis all available information and was completed on April 30.The SR raised the question of AFSPA 1958 and said "the powers granted under AFSPA are in reality broader than that allowable under a state of emergency".
He had stated that the widespread deployment of the military in the region creates an environment in which the exception becomes the rule, and the use of lethal force is seen as the primary response to conflict.
Heyns had reported that retaining a law such as AFSPA runs counter to the principles of democracy and human right.
The SR also mentioned in his follow-up report that the Supreme Court of India appointed a commission on January 4, 2013 to inquire into six alleged cases of extrajudicial executions in Manipur.
