North East Dialogue Forum organised a one-day consultation programme on rethinking and redesigning of criminal justice system in Manipur at the conference hall of Classic Hotel today.
LMS Law College Lecturer Dr L Pramod and Advocate S Rabindra spoke as resource persons at the first session of the consultation programme moderated by Senior Advocate Khaidem Mani.
Dr L Pramod said that humanitarian laws hold the key to check human right violations in the conflict-ridden States.
These laws protect personal life and liberty, he added.
He also stressed on the need to establish a criminal justice commission in the State.
During his speech, S Rabindra said that the State now needs an anti-corruption bureau.
He said that the police are the gatekeepers of the system and the lawyers are the defenders of human rights.
He further said that it is very important for the public to be aware that information regarding every FIR taken up by the police can be drawn out through RTI Act 2005 by any individual.
Police need to submit a copy of an FIR taken up by them to the Magistrate concerned within 24 hours.
Later at the session, L Geeta Devi presented a testimonial statement regarding an alleged rape and murder case of a mother and her Daughter in January 2010 by unknown persons at a paddy field located at Sampha Loukon, Phayeng Ching Khunou.
Responding to a query of a participant regarding mob justice, Dr L Pramod said that mob justice is illegal and people must never resort to such violent acts.
Although, people's voice is supreme, this must not be used wrongly.
He said that the CSOs, NGOs and different organizations working for the cause of human rights need to spread maximum awareness to the public.
In the evening session, Advocate Kh Tarunkumar, Damdei College Lecturer Dr Priyadarshini Gangte and Senior Advocate Khaidem Mani spoke on different topics as resource persons.
