Another Rs 30 crore swindled, alleges Congress

Close on the heels of alleging withdrawal of several crores using forged CDAs, Congress party has alleged that over Rs 30 crore sanctioned for infrastructure development of CD blocks, TD blocks and the newly created seven districts have been misappropriated.
Speaking to media persons at Congress Bhavan today, MPCC spokesman Kh Joykisan alleged that over Rs 30 crore sanctioned for construction of 27 new CD and TD blocks for Imphal East, Imphal West, Thoubal, Bishnupur, Chandel, Ukhrul, Senapati, Churachandpur and Tamenglong and for repairing 43 other CD and TD blocks ion 2017-18 has been misappropriated by the incumbent Government.
Fellow Congress MLAs namely K Ranjit, K Govindas, N Loken, Surjakumar Okram, Fajur Rahim and Abdul Nasir were also present at the press meet.
Kh Joykisan asked where the Rs 5 crore each sanctioned for Kakching, Noney, Pherzawl, Tengnoupal and Kamjong districts, and Rs 1 crore each sanctioned for Jiribam and Kangpokpi districts have been utilised.
Several crores sanctioned for construction and repairing of CD and TD blocks disappeared at the fag end of the last financial year, he alleged and asserted that the Government owes an explanation on the matter to the people of the State.
Under the Go to Hills and Go to Village slogans, the Government has been claiming that they have been implementing a number of projects across the State, he noted and added that the people would judge how hard the Government has been working.
Even if the huge amount could not be withdrawn before the closure of the last financial year, the amount has been deposited in neither 8449 nor 8443.If the Government has deposited the money in any account, it should give evidence.
Joykisan said.
Saying that no liability was paid to contractors, the Congress spokesman asked as to where the huge amount went.
He further asked the Government to bring out a white paper on the utilisation of Rs 1 crore each sanctioned for development of Jiribam and Kangpokpi districts headquarters.
The huge amount which had been misappropriated without executing any work belongs to neither BJP nor Congress but the people of Manipur, he asserted.
Congress party has no objection against investigation by CBI into the Loktak scam and advance payment without bank guarantee.
The incumbent Government's plan to get the Chingmeirong Civil Secretariat complex inaugurated by Prime Minister Narendra Modi was aborted after a team of Congress party inspected the complex.
This is a clear indication that the construction work has halted, said the Congress spokesman.
Pulling up a contractor in connection with the withdrawal of a huge amount using forged CDAs is no justice.
The Executive Engineer would have been asked by a higher authority to issue and sign cheques.
The authority who issued such a directive should be identified but the Government was not responding to the Congress party's proposal to form a committee in order to investigate the matter, Joykisan decried.
With the completion of one year in office, the BJP-led coalition Govt has appropriated huge amounts of public money, he added.
