A 25 year old Afghanistan National who entered the State without possessing a Protected Area Permit (PAP) was released yesterday, after a summary trial against him by Chief Judicial Magistrate Imphal West and he was made to pay a fine of Rs 10,000.The Afghan National has been identified as Fazulddin Rahmni (25) s/o Jalaluddin of Seberghan City, Aqcha district, Afghanistan.
He was produced before the Court by a team of Singjamei police for the summary trial today.
The IO of the case submitted that on June 8, at around 2 pm, Fazulddin Rahmni was detained at Tulihal International Airport departure gate while trying to travel to Hyderabad through Kolkata via an Indigo flight, and handed over to Singjamei PS, for not having a Protected Area Permit (PAP).
During preliminary interrogation, Fazulddin Rahmni admitted that he had come to Manipur to meet a friend, one Nancy from Churachandpur.
He disclosed that he studied electronics engineering at JNTUH college of Engineering Hyderabad, Kukatpally, Telangana and finished his course last year.
He also revealed that he came in contact with Nancy at Hyderabad where she works at one Farzi cafe and they became close friends and they also have travelled together to many places of the country.
Fazulddin Rahmni further disclosed that on May 30, he along with Nancy came to Manipur from Hyderabad via Kolkata and they stayed at Nancy's uncle's residence at Checkon.
They then went to Churachandpur and stayed there for 9 days although he did not have a Protected Area Permit (PAP) .
The IO further submitted that under the Ministry of Home Affairs, foreign Nationals of Afghanistan, China and Pakistan are to obtain a PAP before entering Manipur, Mizoram and Nagaland.
The IO claimed that prima facie evidence has also been established against Fazulddin Rahmni for entering Manipur without proper PAP document.
The Court heard the submission and went through the charge sheet of the summary, before passing an order directing the release of the Afghan National after paying a fine of Rs 10,000 .
