Complaint lodged against doctor

A complaint has been lodged against Dr W Ibochouba with the Principal Secretary (Health) for practising in CMC Koirengei despite receiving non practising allowance on the capacity of being an MO in Government hospital.
The complaint was filed by one Thangjam (O) Bilabati of Uripok Tourangbam Leikai on March 20 .
As Bilabati felt highly suspicious with the nature of her son Thangjam Dayananda's death at CMC, a legal notice was served to the medical centre on January 17 this year.
In response, the Medical Superintendent of CMC gave details about how the operation on Dayananda was conducted as well as the details of doctors who conducted the operation.
From the response of the Medical Superintendent, it was learnt that Dr W Ibochouba administered anaesthesia on Dayananda.
Notably, Dr W Ibochouba is a Medical Officer in Thoubal District Hospital and he has been receiving non practising allowance of Rs 9910 every month.
This was known through an RTI application.
Including the non practising allowance, Dr Ibochouba receives monthly salary of Rs 81,936 per month.
In spite of getting this handsome amount of salary, Dr Ibochouba was practising in CMC.
The complaint lodged with the Principal Secretary (Health) was seeking disciplinary action against Dr Ibochouba for violating Government rules.
Thangjam Dayananda met with a road accident in January, 2012 at Keishampat following which he was treated at RIMS.
After primary treatment at RIMS, Dayananda was taken home as nothing wrong was seen in X-Ray photograph.
But sometime later, Dayananda complained about pain in the shoulder.
He was then examined by Dr L Ibobi of Orthopaedics.
Dr L Ibobi said that there was a fracture on the left shoulder of Dayananda and he suggested immediate surgical operation.
Accordingly, Dayananda was operated upon at CMC where Dr Ibobi was working.
At CMC, a steel plate was inserted in the shoulder of Dayananda which would be removed after around 10 months.
As such, Dayananda was operated upon for the second time at CMC.
He was taken inside operation theatre on November 23, 2012.Once inside the operation theatre, Dayanan-da's health condition worsened suddenly.
On being enquired by family, the CMC Medical Superintendent said that Dayananda was suffering from respiratory problems and cardiac arrest.
At the request of the family, Dayananda was discharged from CMC on November 26, 2012 and admitted in RIMS.
But Dayananda expired on November 30 due to cerebral hypoxia.
Dayananda's family served a legal notice to CMC driven by a suspicion that Dayananda died due to administering anaesthesia greater than the necessary dose.
